City of Taylor CDBG, HOME, and NSP Program

Due to its population size, Taylor is one of the few cities in Wayne County that receives funds directly from the United States Housing and Urban Development (HUD) agency for Community Development Block Grants (CDBG), HOME, and Neighborhood Stabilization Program (NSP). Since 2013, Hennessey has served as the program administrator of these programs for Wayne County, and Joan Hennessey has been the lead liaison. As program administrator, Hennessey works closely with the city to expend funds, addressing Taylor’s greatest needs. Joan and her team are responsible for the HUD reporting, including expenditures, Consolidated Plan, Action Plans, and CAPERS.
